Latimer said in an announcement on Thursday, Oct. 13, that he submitted the 2023 Capital Budget to the Westchester County Board of Legislators for review.
He said the budget includes investments in affordable housing, electric vehicles, recreational facilities, flood mitigation projects, and more.
"Many of the projects in this budget focus on the environment and sustainability including the investment in electric vehicle infrastructure, purchase of hybrid and electric buses, flood mitigation funding and incorporation of energy efficiency goals," Latimer said in the announcement.
The appropriations requested in the budget include:
- $448.8 million for general county purposes
- $200 million for the Refuse, Sewer and Water districts
- $13.7 million for the Westchester County Airport
Latimer said $95 million would be used to purchase hybrid buses for the County’s Bee-Line Bus System, $18 million for electric vehicle charging infrastructure at County and municipal locations, and $12 million for flood mitigation efforts.
Another $28 million is slotted for structural improvements at the Ice Casino and Playland Amusement Park, along with $7 million for Hilltop Hanover Farm and Environmental Center, and $3.3 million for improvements to Cranberry Lake Preserve.
“As the construction of the County’s historic investment in Playland continues, we look toward other park facilities that have suffered from underinvestment in the past," Latimer said.
Latimer reported that $25.5 million would be used for improvements to the Mamaroneck wastewater recovery facility in 2023, and $20 million would be used for the New Rochelle Water Resource Recovery Facility.
Another $46.1 million is allotted for improvements to the Yonkers Joint Water Resource Recovery Facility.
Finally, $40 million will be used for land acquisition and infrastructure improvements to support the development of affordable housing in the county, and $50 million will be used for the Affordable Housing Investment Fund to be funded with ARPA funds.
